The location of the building below ground level in specific areas, while creating an artificial topography, allows for complete protection in order to facilitate vibrant community life, gatherings, professional development, community care, and the continuation of the city’s rich cultural tradition.
The roof of the building is covered with soil, serving not only as a protective measure but also as an artificial topography, providing an extension to the green space. An amphitheater for performances during peaceful times and an upper promenade are situated on it. Additionally, the upper promenade also serves as a bicycle path crossing the public park.
